[Shotwell] translations

we investigated the different translation options.  We've decided to use
Transifex and to set up translations for Yorba projects at transifex.net.
We should be able to get this going within the next couple of weeks (the
ticket http://trac.yorba.org/ticket/1025 will track progress on this).
Currently we have a full Italian translation and about 80% of a French
translation; hopefully using Transifex we'll be able to get much wider
coverage within the next few months.
