[Shotwell] Adding simplified Chinese translation

Hello everyone,

I wish I could find this non-destructive photo organizer earlier. Thank 
you for this great application.

Last night I initialized a simplified Chinese po file on Transifex. It 
only contains few entry since I hope to use the on-line po editor. 
However, I can not see this po file listed and mark it as locked.

Does it need some confirmation for the new translation?
