[Shotwell] Adding simplified Chinese translation

Hi Lucas,

Oh, sorry for the inconvenience. I was just eager to try the Transifex 
online po editor. My main translation work is on Fedora project, which 
still runs an old version Transifex without online po editor.

If this comment this almost empty po file consume too much precious 
coding time, please let me know and I am still cool to generate a nearly 
completed one with gtranslator as I used to.
