[Shotwell] Adding simplified Chinese translation

Hi Lucas，

It seems that the Transifex was unable to save the result from online
translation. What I translated in the last 15 minutes were lost when I hit
save button. :-( Is that the kind of permission problem ?

Probably I have to roll back to gtranslator for safety.
