Not at present.  We are, however, considering implementing a small 
overview window which will appear whenever you zoom into an image.  The 
overview will show the entire image and will have a rectangle indicating 
the area which is currently visible in the main viewpoint.  You'll be 
able to pan the image by dragging the rectangle around in this window.

If you'd like something more like F-Spot's Loupe tool, feel free to file 
a ticket for that.
