[Shotwell] Importing picasa.ini files

Hi!

I filed a ticket a while back:

for importing picasa.ini file meta information while doing a bulk folder
import.

I Totally understand that, as a feature request, it's likely gone
unnoticed. (I know I don't normally spend huge amounts of time poring
over feature requests on my projects)

Thing is - I've implemented it, and I'm not sure how better to alert
anyone to that, or to possibly get my patch merged- or get feedback on
what you'd like to see different in the patch to make it more acceptable.

SO...

I've attached a patch to the ticket, but also have attached it here.
