So basically, if I understand it well, what you are asking for is to add
to the UI the ability to select photos based on a combination of tags,
such as:
* All photos that have the tags "London", "Bus" and "Red"
* All photos that have either the tag "Madrid" or "Barcelona"
That makes sense :-) The difficulty here is probably to come up with a
UI that is actually easy and intuitive to use.

I think both have their uses and I can see usage patterns where I would
use one or the other, or even a combination of both.

Something like having the actual magnification percentage displayed next
to the slider?

Do you mean?
* Double click on the photo in the library
* Zoom into the photo
* Drag the photo => it reverts to default size
If that's the case, what version of Shotwell are you using? It doesn't
do this with a trunk build so it may be that this is a bug that has now
been resolved.
