We already have a ticket for fully automatic red-eye correction 
(http://trac.yorba.org/ticket/549).  This might be tricky to implement, 
though, so I think we probably won't get to this any time soon.

I've just created a ticket (http://trac.yorba.org/ticket/2171) for 
red-eye correction on non-circular areas.  Perhaps we could allow the 
user to stretch the red-eye area to be an ellipse with any 
width/height.  If you need to correct red eye on an arbitrary graphical 
region, though, I think you should probably use a tool such as GIMP 
since I don't imagine Shotwell allowing the user to select such regions.
