Oops - you're absolutely right. I just installed Bibble5 and it does
indeed show up as the default application after install, but is not in
Shotwell's list of available RAW editors. Similarly, GIMP should show
up in Shotwell's RAW editor list (at least if I've installed the UFRaw
GIMP plugin) but does not. So I believe this is a Shotwell bug. I've
filed a ticket at http://trac.yorba.org/ticket/2194 . There may still
be a chance we can solve this for the impending 0.6 release.

Good question. Perhaps image/x-dcraw implies image/x-canon-cr2 somehow,
but I don't know more about this. Perhaps one of the Shotwell coders
can say more about this.
