Agreed.  We have a ticket for this at http://trac.yorba.org/ticket/601 .

Actually the 0.6 documentation at 
http://trac.yorba.org/wiki/UsingShotwell0.6 already says this:

     Currently, Shotwell can import JPEG, PNG, and RAW 
<http://en.wikipedia.org/wiki/Raw_image_format> photo files.

Now I've just added this sentence to make things clearer:

     Shotwell does not yet support other graphics format such as BMP, 
GIF and TIFF.
