[Shotwell] testing and recent library versions (was: Call for testing)

Heya,

would it be possible to loosen the library requirements, including Vala,
to something that is available out-of-the-box (i.e. no PPAs) on Ubuntu
9.04? Maybe reduce them to a warning or something.
