[Shotwell] duplicate tags

The long term plan is to have comprehensive facilities in Shotwell for
autocompletion and tag disambiguation even when you have multiple tags
with the same names at different places in the tag hierarchy. There
are a variety of tickets related to this in Yorba's redmine database,
some mentioned by pt, but there's also #3911.
We wish we could have done all of this in one release, but we're an
open-source not-for-profit, so we don't have a huge amount of
resources to throw around. Alas.
