I can see the logic but if you consider the situation where someone has 
a clear idea on how they want to organise their tags anticipating 
allocating them to batches of photos it does make sense. For example, I 
may select 10 photos and wish to allocate a tag to them. But the tag 
does not exist. To create the tag, in the place in the hierarchy that I 
want it, I have to navigate to the appropriate place in the tag 
structure and create the New tag, which will automatically unselect the 
photos I wish to tag. I must then go back and reselect the photos I wish 
to tag. A real life example might be where I take photos in several new 
locations and wish to create location tags under a particular county. So 
I create all the tags at once. As the tags do not persist across 
sessions this means I need to do all my tagging in the current session.

I am seeing some rather alarming behavour with tagging at the moment and 
I'm not sure why. Or whether shotwell has always being doing it and I've 
only just noticed. I'm beginning to wonder if there's something odd that 
I've unwittingly introduced into my configuration. I shall do a couple 
more tests, and also see if it persists across reboots, and see if I can 
get more concrete examples. This is shotwell 0.11.2.
